| Resumen : | El trabajo de investigación tuvo como objetivo principal analizar la gestión administrativa y su influencia en el área de talento humano del Gobierno Autónomo Descentralizado Municipal del Cantón Pedernales. La metodología que se utilizó en el desarrollo de proyecto investigativo fue de enfoque mixto cualitativo y cuantitativo, de tipo descriptivo y bibliográfica con la finalidad de establecer la relación de las variables y fundamentar las bases teóricas que sustenten la investigación para dar cumplimiento al primer objetivo específico planteado. Del mismo modo se aplicó el método inductivo, deductivo y como técnicas de investigación la encuesta y entrevista, mismas que fueron aplicadas a 182 funcionarios del Gobierno Autónomo Descentralizado Municipal del cantón Pedernales, con el propósito de determinar la situación actual de la gestión del talento humano de la institución. Entre los principales resultados que se recabar se tiene que la institución presenta varias deficiencias como las carencias en el departamento de talento humano de incentivos, motivación, además el personal es poco capacitado para el correcto desempeño y cumplimiento de sus funciones, estas deficiencias se deben a la incorrecta aplicación de las disposiciones legales establecidas por la Contraloría General del Estado. Asimismo, se identifica que solamente en ciertas ocasiones el GAD consigna un presupuesto para el desarrollo del talento humano; aunque la mitad de los trabajadores calificó como buena a la actual gestión administrativa, es necesario alcanzar la excelencia institucional. |
| Descripción : | The main objective of the research work was to analyze administrative management and its influence in the area of human talent of the Autonomous Decentralized Municipal Government of the Pedernales Canton. The methodology that was used in the development of the research project was of a mixed qualitative and quantitative approach, of a descriptive and bibliographic type with the purpose of establishing the relationship of the variables and founding the theoretical bases that support the investigation to comply with the first specific objective raised. In the same way, the inductive, deductive method was applied and as research techniques the survey and interview, which were applied to 182 officials of the Autonomous Decentralized Municipal Government of the Pedernales canton, with the purpose of determining the current situation of the management of human talent of the institution. Among the main results that are collected is that the institution presents several deficiencies such as deficiencies in the human talent department of incentives, motivation, in addition, the staff is poorly trained for the correct performance and fulfillment of their functions, these deficiencies are due to the incorrect application <of the legal provisions established by the General Comptroller of the State. Likewise, it was possible to identify that only on certain occasions the GAD consigns a budget for the development of human talent; although half of the workers rated the current administrative management as good, it is necessary to achieve institutional excellence. |
