| Resumen : | El trabajo investigativo tuvo como objetivo elaborar un manual de estrategias que permitan mejorar la gestión administrativa del GAD Municipal del cantón Santa Ana, con el propósito de plantear estrategias de procesos contables y elaborar un manual de procedimientos administrativos y contables para la mejora de la gestión financiera en el GAD Municipal. El diseño de esta investigación es no experimental, mediante una metodología mixta cualitativa – cuantitativa, es descriptiva correlacional de sus variables objeto de estudio, utilizando métodos teóricos inductivo, deductivo y empíricos, para obtener información de fuentes primarias se utilizó la entrevista y la encuesta como técnicas de investigación, la misma que se aplicó a 11 miembros de la entidad. Una vez realizado y aplicado estos instrumentos se logró evidenciar que la institución cuenta con un sistema de gestión eficiente, sin embargo, las funciones y responsabilidades muy complejas de la dirección financiera hacen que en ocasiones se descuide el control interno, supervisión y seguimiento de las actividades del área contable, las deficiencias contables presentadas se deben a la falta de capacitación y formación continua de personal. Por esta razón, es necesario que se diseñen procesos de gestión administrativa con la finalidad de posibilitar la mejora continua y lograr la eficiencia y eficacia de los procesos contables para el cumplimiento de los objetivos establecidos en beneficio de quienes laboran en el GAD y de su comunidad. |
| Descripción : | The objective of this investigative work is to elaborate a manual of strategies that allow to improve the administrative management of the Municipal GAD of the Santa Ana canton, with the purpose of proposing strategies for accounting processes and to elaborate a manual of administrative and accounting procedures for the improvement of management. finance in the Municipal GAD. The design of this research is non-experimental, through a mixed qualitative-quantitative methodology, it is descriptive and correlational of its variables under study, using inductive, deductive and empirical theoretical methods, to obtain information from primary sources, the interview and the survey were used as research techniques, the same that was applied to 11 members of the entity. Once these instruments were carried out and applied, it was possible to demonstrate that the institution has an efficient management system, however, the very complex functions and responsibilities of financial management sometimes cause internal control, supervision and monitoring of activities to be neglected. In the accounting area, the accounting deficiencies presented are due to the lack of training and continuous training of personnel. For this reason, it is necessary to design administrative management processes in order to enable continuous improvement and achieve the efficiency and effectiveness of the accounting processes for the fulfillment of the established objectives for the benefit of those who work in the GAD and its community. |
