| Resumen : | El presente trabajo investigativo de titulación se planteó determinar la importancia de la aplicación de las normativas legales para la contratación del personal en el Gobierno Autónomo Descentralizado del cantón Rocafuerte en el 2020, con la finalidad de determinar la importancia de la aplicación de estos procesos y así poder establecer recomendaciones que favorezcan al desarrollo organizativo de la institución. Para fundamentar este trabajo se utilizó como instrumento de investigación a la entrevista, misma realizada a los funcionarios de la institución, donde se obtuvo información general y específica sobre sus procesos de contratación de personal. Posterior a ello se pudo resaltar que la aplicación de las normativas legales para la contratación del personal en el Gobierno Autónomo Descentralizado del cantón Rocafuerte en la mayoría de sus contrataciones no son acatadas, y se realiza de forma más arbitraria, ante ello surgieron recomendaciones de regulación de dichos procesos, donde existan diversos filtros para que un individuo pueda hacerse funcionario de la institución, todo esto se plantea que la administración Gobierno Autónomo Descentralizado del cantón Rocafuerte optimice recursos valiosos que pueden impedir el desarrollo de las funciones de cada trabajador según cada competencia, esto lográndose solo con profesionales aptos para cada cargo. |
| Descripción : | The following investigation research of degree was proposed to determine the importance of the application of the legal regulations for the hiring of the personnel in the Decentralized Autonomous Government of Rocafuerte in 2020, in order to determine the importance of the application of these processes and thus be able to establish recommendations that favor the organizational development of the institution. To substantiate this, it was used as a research instrument in the interview, which was carried out with the institution's officials, where specific general information was obtained and on its personnel hiring processes. After this, it was possible to highlight that the application of the legal regulations for the hiring of personnel in the Decentralized Autonomous Government of Rocafuerte , in most of its hiring are not complied with, and it is carried out in a more arbitrary way, before this recommendations of regulations arose of these processes, which are different filters so that an individual can become an official of the institution, all this is proposed that the administration of the Decentralized Autonomous Government of Rocafuerte were developed on the optimized valuable resources that can impede the development of the functions of each worker according to each competence, this has being achieved only with professionals suitable for each load |
