| Resumen : | Durante la investigación se determinó que la jefatura del parque automotor del GAD del cantón Puerto López posee todos los instrumentos de control como; Reglamento general sustitutivo para el manejo y administración de bienes públicos expedido por la Contraloría General del Estado, Normas de control interno para las entidades y organismos, Reglamento para el control de los vehículos del sector público y otras recomendaciones de carácter general; de ahí que el objetivo se dirija a examinar y evaluar la adecuada aplicación de las normativas aplicables en los procesos realizados en el parque automotor de GAD. A pesar que existen las normativas legales, incumplen en ciertos aspectos con su aplicación. Los métodos utilizados fueron exploratorio, deductivo, inductivo, descriptivo, analítico y estadístico con técnicas de entrevista, observación, encuestas, recopilación de información textual y exploratoria. Surgiendo el interés de presentar una propuesta en beneficio de los servidores inmersos en el área y a las principales autoridades del GAD Puerto López, que consiste en realizar un examen especial para examinar y evaluar la adecuada aplicación de las normativas aplicables en los procesos y emitir las respectivas conclusiones y recomendaciones. | Descripción : | During the investigation it was determined that the head office of the GAD car park in the Puerto López canton has all the control instruments such as; General substitute regulation for the management and administration of public goods issued by the Comptroller General of the State, Internal control standards for entities and bodies, Regulation for the control of public sector vehicles and other general recommendations; Hence the objective is to examine and evaluate the proper application of the applicable regulations in the processes in the head office of the GAD automotive fleet. The main results showed that despite the existence of legal regulations, they fail in certain respects to apply them. The methods used were exploratory, deductive, inductive, descriptive, analytical and statistical techniques with interview, observation, surveys, textual and exploratory information collection. It is for this reason that the interest arises to present a proposal for the benefit of the employees immersed in the area and its main authorities of the GAD Puerto López, which consists of "Conducting an internal audit examination to examine and evaluate the proper application of the regulations Applicable in the processes and issue the respective conclusions and recommendations". |
