| Resumen : | La belleza natural muchas veces no valorada en su dimensión nos limita de percibir los beneficios económicos como resultado de la promoción turística sin impacto social, es así que la presente investigación identifica los principales atractivos naturales en la parroquia de Bolívar para luego determinar con los criterios de evaluación, la jerarquización que corresponde a cada uno en base a la metodología usada por el Ministerio de Turismo (MINTUR) De acuerdo al diagnóstico realizado a partir de las 520 encuestas realizadas en las 4 comunidades, 100 en Portete, 80 en El León, 140 en Mompiche, y 200 en la cabecera parroquial Bolívar; están basadas en la situación económica de las familias; al mismo tiempo se analizó la influencia de la planificación y gestión turística de la comisión de turismo del GADPR en el desarrollo local de la cabecera parroquial, esto debido a las competencias exclusivas del gobierno parroquial señalado en el art. 65 del Código Orgánico de Autonomía y Descentralización (COOTAD): d) Incentivar el desarrollo de actividades productivas comunitarias la preservación de la biodiversidad y la protección del ambiente. Según el Censo de Población y Vivienda 2010, la parroquia Bolívar posee el 100% de Necesidades Básicas Insatisfechas (NBI), es decir no cuenta con adecuada cobertura en temas de saneamiento ambiental, sumado a la nula planificación rural de los asentamientos humanos; esto genera problemas de salud en las comunidades así como el deterioro de sus ecosistemas naturales. De igual manera es fundamental mejorar la imagen turística en el territorio con la finalidad de atraer más turistas permitiendo dinamizar la economía local. El Plan de Acción que se presenta como la propuesta del presente estudio, propone alcanzar a mediano plazo, una mejora considerable de aquellas instalaciones vetustas o que requieran ser mejoradas así como también aquellas acciones que a partir de las gestiones y competencias del gobierno autónomo, contribuirán para promover el potencial turístico de los recursos naturales en la parroquia. |
| Descripción : | The beauty natural many times not valued in their dimension it limits us of perceiving the economic benefits as a result of the tourist promotion without social impact, it is so the present investigation it identifies the main natural attractiveness in Bolívar's parish it stops then to determine with the evaluation approaches, the ranking that corresponds to each one based on the methodology used by the Ministry of Tourism (MINTUR). According to the realized diagnosis starting from the 520 surveys carried out in the 4 communities, 100 in Portete, 80 in The León, 140 in Mompiche, and 200 in the parochial head Bolívar; they are based on the economic situation of the families; at the same time it was analyzed the influence of the planning and tourist administration of the commission of tourism of the GADPR in the local development of the parochial head, this due to the parochial government's exclusive jurisdictions pointed out in the art. 65 of the Organic Code of Autonomy and Decentralization (COOTAD): d) to Motivate the development of community productive activities the preservation of the biodiversity and the protection of the atmosphere. According to Population's Census and Housing 2010, the Bolívar parish has 100% of Unsatisfied Basic Necessities (UBN), that is to say it doesn't have appropriate covering in topics of environmental reparation, added to the null rural planning of the human establishments; this generates problems of health in the communities as well as the deterioration of their natural ecosystems. In a same way it is fundamental to improve the tourist image in the territory with the purpose of attracting more tourists allowing to energize the local economy. The Plan of Action that is presented as the proposal of the present study, intends to reach to medium term, a considerable improvement of those facilities vetustas or that they require to be improved as well as those stocks that starting from the administrations and competitions of the autonomous government, they will contribute to promote the tourist potential of the natural resources in the parish. |
