| Resumen : | El objeto de estudio del presente trabajo investigativo radica en la gestión administrativa de los Gobiernos autónomos descentralizados concretado en el análisis de la capacidad de respuesta del GAD cantonal de Rocafuerte frente a la crisis mundial por COVID-19 que es de conocimiento general que ha logrado afectar a los distintos sectores de la administración pública tales como la salud, educación, económico y otros, donde los GADs provinciales y cantonales no fueron la excepción. El estudio contiene el diseño documental no experimental, los métodos son cuantitativo, descriptivo y explicativo. Se aplico la técnica de la encuesta estructurada a los 62 funcionarios del área administrativa del GAD cantonal. Como resultados se tuvo que el GAD no estaba preparado para enfrentar una problemática como la pandemia, debido principalmente a recursos insuficientes, suministros escasos, la semaforización y no contar con tramites en línea, sin embargo, según los informantes clave; la capacidad de respuesta ha sido buena. Como conclusión se fundamenta la necesidad de fortalecer la gestión y capacidad institucional de respuesta del GAD Municipal del Cantón Rocafuerte. |
| Descripción : | The object of study of this research work lies in the administrative management of decentralized autonomous governments concretized in the analysis of the response capacity of the cantonal GAD of Rocafuerte in the face of the global crisis by COVID-19 that is of general knowledge that has managed to affect the different sectors of public administration such as health, education, economic and others, where provincial and cantonal GADs were the exception. The study contains the non-experimental documentary design, the methods are quantitative, descriptive and explanatory. The instruments of the structured interview were applied to 10 officials of the administrative area of the cantonal GAD. As a result, it had to be the GAD was not prepared to face a problem such as the pandemic, mainly due to insufficient resources, scarce supplies, traffic lights and not having online procedures, however, according to key informants; responsiveness has been good. In conclusion, the need to strengthen the institutional response capacity of the Municipal GAD of the Rocafuerte Canton is based. |
