| Resumen : | La deficiencia en los procesos de sistematización y digitalización de los movimientos registrales que se ejecutan de forma diaria, en el Registro de la Propiedad y Mercantil y entrega de los productos ofertados para los usuarios dentro de las atribuciones conferidas en la Ley Registral, motivó a realizar este estudio que tuvo como objetivo diseñar una estrategia organizacional y eficiencia administrativa basada en un sistema de organización estructural y funcional para el control del proceso de los actos registrales en beneficio de los usuarios en el Registro de la Propiedad y Mercantil del Cantón Jipijapa, mediante una comprensión completa del tema de estudio. Para su cumplimiento se hizo necesario determinar la base teórica conceptual de las variables, diagnosticar la eficiencia de los procesos administrativos basada en un sistema de organización estructural y funcional; y, caracterizar la situación actual de los actos registrales. La metodología se orientó en el paradigma positivista de tipo cuantitativo con enfoque descriptivo, además del uso de los métodos: Histórico-lógico, empírico, de observación, bibliográfico, análisis documental y estadística descriptiva, esta última utilizada para la validación de la hipótesis a través del estadígrafo Chi cuadrado, generado a través del paquete estadístico profesional SPSS V25.0. Como técnicas se aplicó el instrumento de encuesta y entrevista. Los resultados del estudio permitieron concluir que las ordenanzas no están acorde al contexto económico y administrativo del Registro de la Propiedad y Mercantil de otras provincias del Ecuador por la falta de políticas y funciones que sea acorde a la situación actual de los actos registrales para el beneficio de los usuarios en el Registro de la Propiedad y Mercantil del Cantón Jipijapa, lo que orientó al diseño de una estrategia organizacional para la eficiencia administrativa del Registro de la Propiedad y Mercantil del Cantón Jipijapa. |
| Descripción : | The deficiency in the processes of systematization and digitization of the registry movements that are carried out on a daily basis, in the Property and Mercantile Registry and delivery of the products offered to users within the powers conferred in the Registry Law, motivated to carry out this study that aimed to design an organizational strategy and administrative efficiency based on a structural and functional organization system for the control of the process of registration acts for the benefit of users in the Property and Mercantile Registry of the Canton Jipijapa, through a complete understanding of the subject of study. For its fulfillment, it was necessary to determine the conceptual theoretical basis of the variables, diagnose the efficiency of the administrative processes based on a structural and functional organization system; and, characterize the current situation of registration acts. The methodology was oriented on the positivist paradigm of a quantitative type with a descriptive approach, in addition to the use of the methods: Historical-logical, empirical, observational, bibliographic, documentary analysis and descriptive statistics, the latter used for the validation of the hypothesis through of the Chi square statistician, generated through the professional statistical package SPSS V25.0. As techniques, the survey and interview instrument were applied. The results of the study allowed us to conclude that the ordinances are not in accordance with the economic and administrative context of the Property and Mercantile Registry of other provinces of Ecuador due to the lack of policies and functions that are in accordance with the current situation of the registry acts for the benefit of users in the Property and Mercantile Registry of the Jipijapa Canton, which guided the design of an organizational strategy for the administrative efficiency of the Property and Mercantile Registry of the Jipijapa Canton. |
