| Resumen : | El problema de la presente investigación radica en la baja recuperación de la cartera vencida en las administraciones anteriores del GAD Municipal de Chone que la generado un impacto negativo para la institución. El objetivo de la presente investigación fue evaluar la acción coactiva y la recuperación de cartera vencida del Gobierno Autónomo Descentralizado Municipal del Cantón Chone, y su objeto de estudio es el GAD Municipal del cantón Chone que se encuentra enfocado en el proceso de gestión pública administrativa. La investigación tiene un enfoque metodológico cuantitativo-cualitativo con alcance descriptivo, cuya población está constituida por los contribuyentes, funcionarios de la institución y el jefe del área coactiva. Se aplicaron encuestas y entrevistas permitiendo conocer la situación actual de la acción coactiva y recuperación de cartera del Gobierno Municipal del Canton Chone. Entre los hallazgos se afirma que existe una gran mayoría de contribuyentes que tiene valores pendientes de pago por tributos, tasas u otras obligaciones contraídas con la institución. Por tal razón, se desarrollan mecanismos y estrategias para la recuperación de cartera vencida a través de la acción coactiva, para el cumplimiento de las actividades en base a los objetivos planteados. Finalmente se recomienda que se motive a los contribuyentes para que realicen los pagos puntuales y de esta manera el indice de la cartera vencida disminuya |
| Descripción : | The problem of the present investigation lies in the low recovery of the past due portfolio in the previous administrations of the Municipal GAD of Chone that has generated a negative impact for the institution. The objective of the present investigation was to evaluate the coercive action and the recovery of the past due portfolio of the Autonomous Decentralized Municipal Government of the Chone Canton, and its object of study is the Municipal GAD of Chone, which is focused on the process of administrative public management. The research has a quantitative-qualitative methodological approach with a descriptive scope, whose population is made up of taxpayers, officials of the institution and the head of the coercive area. Surveys and interviews were applied allowing to know the current situation of the coercive action and portfolio recovery of the Municipal Government of Chone Canton. Among the findings, it is stated that there is a large majority of taxpayers who have amounts pending payment for taxes, fees or other obligations contracted with the institution. For this reason, mechanisms and strategies are developed for the recovery of overdue portfolio through coercive action, for the fulfillment of the activities based on the stated objectives. Finally, it is recommended that taxpayers be motivated to make punctual payments and in this way the index of the overdue portfolio decreases. |
