| Resumen : | El objetivo general de la investigación consistió en elaborar un Plan Informático que mejore la gestión operativa tecnológica del Gobierno Autónomo Descentralizado del cantón Jipijapa, plan que contempla buenas prácticas y el uso de Software Libre, Se analizaron los problemas informáticos actuales del Gobierno Autónomo Descentralizado Municipal del Cantón jipijapa, permitiendo definir concretamente la problemática, los objetivos y justificación del trabajo. La investigación abordada se avala bibliográficamente, fundamentando los conceptos y teoría necesaria para construir un plan informático mediante los antecedentes y las bases teóricas. La carencia de políticas de seguridad, el desorden en la asignación de roles y responsabilidades, inventario desactualizado y la desatención del registro de incidencias fueron las problemáticas que se pudieron evidenciar gracias a los métodos y técnicas utilizados, mediante una investigación de campo, entrevistas y la aplicación de encuestas a los funcionarios principalmente del área de Tecnologías de la información y comunicación por lo que se desarrolló el plan informático tomando en cuenta las vulnerabilidades ya mencionadas, el direccionamiento obtenido a lo largo del desarrollo del plan, permitió establecer la propuesta de políticas y buenas prácticas, asignando roles y responsabilidades al personal del departamento TIC y utilizando una herramienta de código abierto que junto a las políticas de seguridad mejorarán la gestión operativa tecnológica del GAD Municipal. |
| Descripción : | The general objective of the research was to make a computer Plan that improves the technological operational management of the Jipijapa canton Decentralized Autonomous Government, a plan that contemplates good practices and use of Free Software. The current computer problems of the Jipijapa Municipal Decentralized Autonomous Government, allowing to define concretely the problem, the objectives and work justification. The research addressed is endorsed bibliographically, based on the concepts and theory necessary to build a computer plan through the background and theoretical basis. The lack of security policies, the disorder in the assignment of roles and responsibilities, outdated inventory and the neglect of the incident record were the problems that could be evidenced thanks to the methods and use techniques, through a field investigation, interviews and the application of surveys to officials mainly in the area of information and communication technologies, so the computer plan was developed taking into account mentioned vulnerabilities, the direction obtained throughout the development of the plan, allowed establishing the policy proposal and good practices, assigning roles and responsibilities to the staff of the ICT department and using an open source tool that together with security policies will improve the technological operational management of the Municipal GAD |
